La Unesco busca ampliar la protección del patrimonio cultural subacuático

París, 9 may (EFE).- La Unesco presentó hoy una estrategia para que más Estados ratifiquen su convención de lucha contra el saqueo, la explotación comercial y el tráfico ilícito del patrimonio cultural subacuático para evitar así lo ocurrido con el galeón San José, en Panamá.
La estrategia de cinco puntos es la conclusión de la quinta conferencia de países miembros de la Unesco para la protección del patrimonio cultural subacuático, que se celebró los pasados 28 y 29 y de la jornada de intercambios por grupos regionales que tuvo lugar un día antes.
Según los elementos comunicados en un acto con el presidente de la conferencia, el hondureño Alejandro Palma Cerna, los participantes en esos eventos examinaron la forma de que haya nuevas incorporaciones y mejoras en la ejecución de la Convención sobre la Protección del Patrimonio Cultural Subacuático, creada en 2001 y que hasta ahora ha sido aceptada por 53 Estados.
Para que se adhieran más, una de las medidas principales es dar una mejor comprensión de la convención por medio de una asistencia jurídica y de expertos que puedan resolver inquietudes y exponer a los Estados la importancia de este patrimonio.
Esta cuestión tiene -según la Unesco- una mayor relevancia en la región de Asia-Pacífico, puesto que se trata de una zona con muchos contenciosos en materia de soberanía.
Otras prioridades son convertir la ratificación en un asunto de debate público, sensibilizar a la población especialmente a los jóvenes, acerca de la importancia del patrimonio cultural subacuático y movilizarla en su favor.
También promover medidas educativas, como un manual informativo para los colegios y los medios de comunicación, la puesta en marcha de una red de universidades que tengan especialidades en arqueología subacuática o el desarrollo de una investigación para tener personal capacitado.
Expertos del Consejo consultor de la Unesco señalaron que el saqueo sigue siendo una realidad, y que algunas piezas terminan vendiéndose por Internet. Por eso, pidieron trabajar por la restitución de los objetos.
Michel L'Hour, jefe de la misión del Consejo consultor del galeón Sainte-Marie, en Madagascar, aseguró que cuando un gobierno aprueba una investigación en su territorio subacuático, "debe ser llevada a cabo por arqueólogos y no por neófitos que quieren hacer un vídeo o una película".
Xavier Nieto Prieto, jefe de la misión del Consejo consultor del galeón San José, en Panamá, añadió que los países firman contratos y permisos con empresas que aseguran actuar en sus aguas con fines biológicos, pero en realidad "buscan hacer explotaciones de los materiales recuperados".
Nieto recordó que una compañía caza-tesoros escondió partes de lo que se extraía del Galeón San José y luego intentó sacarlas del país, pero fueron detenidos en la aduana de Panamá y recuperadas.
Otro aspecto descrito por Nieto consiste en las restauraciones que hacen estas empresas, las cuales "tienden más a mostrar la belleza de la pieza para hacerla atractiva a los compradores y no para subrayar su valor arqueológico y patrimonial".
Igualmente se refirió a que en el galeón San José el capitán del barco dedicado a las explotaciones recibió como pago de su trabajo una serie de monedas de plata extraídas del océano.
Los expertos concluyeron que esos casos de explotación indebida son el resultado de la falta de vigilancia y de sanciones adecuadas, en algunos casos por falta de leyes de protección. EFE.

Call for Applications: Basic Underwater Archaeology Course 2013 (Inglês)


The International Centre for Underwater Archaeology Zadar (ICUA) is organising a 2-week basic training course on underwater archaeology, due to take place in Zadar, Croatia, on 3–15 June 2013. The course is organized with the support of the UNESCO Regional Bureau for Science and Culture in Europe, Venice (Italy).

The course will consist of theoretical and practical (hands on) instruction in the basic techniques of underwater archaeological excavation. Archaeologists from ICUA, Han-Vrana and the University of Zadar will conduct theoretical lessons, complemented by courses in diving and specialty diving according to the requirements of the SSI or PADI system. Practical instruction will take place in the frame of archaeological researches in the Pakoštane, Zadar environs, in order to allow the participants acquire the best possible knowledge of basic research techniques.
The course’s expected beneficiaries are archaeologists who have no or scarce diving experience, as well as experts in different disciplines (conservators, geologists, marine biologists, etc) who are interested in developing multidisciplinary skills and participate in underwater archaeology researches. Participation costs, intended as board and lodging for the participants, plus teaching activities and use of diving equipment during the course, will be covered by the organizers. Participants will be admitted to the study programme based on the specific requirements that apply.
Participants
The maximum number of trainees will be of 6 persons.

Participation costs for a maximum of 4 applicants will be covered by the organizers, according to the provisions of session 3 of this Call for Applications. NB: only citizens of the following countries are eligible for requesting the coverage of participation costs: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Greece, Montenegro, Republic of Moldova, Romania, Serbia, Slovenia, The former Yugoslav Republic of Macedonia, and Turkey.
2 posts will be reserved for additional participants willing to cover their own participation costs, irrespectively of their country of provenance.
Expected profile of participants: archaeologists (including researchers, or university students enrolled in study courses for 2nd level degrees) with no or scarce diving experience, as well as experts in different disciplines (conservators, geologists, marine biologists, etc.) who are interested in developing multidisciplinary skills and participate in underwater archaeology researches. 
Language skills: participants must be proficient in the English language, English being the working language of the course.

Participation costs
Selected applicants will receive, free of charge:
  • Accommodation (board and lodging) during the course
  • Local transfers to the training sites
  • SSI/PADI manual
  • NAS manual
  • UNESCO manual on CD
  • Rented diving equipment (optional)
  • Insurance against diving accidents and injury
  • SSI/PADI Diving Certificates (optional)
  • ICUA certificate of attendance and successful completion of the course
Selected applicants will NOT receive:
  • reimbursement or contributions for their travel to/from Zadar
  • any daily allowance or other forms of additional financial support during the course.
Additional participants covering their own costs should apply for the rates.
Tentative Programme
Programmed activities will include:
  • Week one (3-8 June). This part is optional, for participants with no or scarce diving experience: basic diving training for those who do not have diving category or wish to advance in the category or add diving specialty. The course is conducted in English, according to SSI or PADI methodology. It will be possible to attend one of the following courses: Open Water Diver, Stress & Rescue Course, CPR & First Aid Course, or Specialty Courses (Night dive, Boat Diving, Navigation, Wreck Diving, Deep diving, etc.). Courses in theoretical and practical part will be led by SSI/PADI certified instructors. Participants completing any of these courses will receive an official SSI/PADI Certificate
  • Week two (10-15 June): course on underwater archeology. The theoretical part of the course will be conducted at ICUA Zadar, and a practical part in Pakoštane, at the archaeological site. Lectures will be conducted according to the ICUA program for underwater archeology, and expanded on basis of underwater archeology at the University of Zadar. All participants will take part in archaeological excavations of the ancient site for on-site training. Participants completing this course will receive an ICUA official certificate of successful course completion.

Photo Exhibit on the underwater cultural heritage of the world

In the framework of the Extrabudgetary project “Capacity building, implementation actions and increase ratification schemes for the 2001 Convention for the Protection of the Underwater Cultural Heritage in Latin America and the Caribbean” financed by the Spanish government, the Regional Office for Culture for Latin America and the Caribbean of UNESCO is organization a photographic exhibit of large size photographs depicting emblematic sites of the underwater cultural heritage of the world.These large-size, high resolution photographs will cover the fences of the Castillo de la Real Fuerza, located in one of the most visited plazas of the city and bordering the Avenida del Puerto, popular for strollers and tourists. The exhibit consists of 30 photos and explanatory panels on the UNESCO 2001 Convention for the Protection of the Underwater Cultural Heritage emphasizing on the underwater cultural heritage of the Caribbean and Latin America. The museum housed in this emblematic fortified castle of the colonial period, is dedicated to the study of navigation, underwater archaeology and maritime history. The outside fences of the castle have served in the past for exhibits that have been met with great success. This photo exhibition on selected underwater cultural heritage sites illustrates the beauty of the traces of human existence covered by water. From ancient shipwrecks to underwater caves, the exhibition is an insight to the diversity of the underwater cultural heritage and its astonishing condition of conservation through the centuries of time, or even millennia.

Meeting of the Working Group of the Operational Guidelines for the 2001 Convention on the Protection of the Underwater Cultural Heritage (24, 25 & 26 September), Paris


The Meeting of the Working Group of States Parties on the Operational Guidelines for the 2001 Convention on the Protection of the Underwater Cultural Heritage will be held at UNESCO Headquarters (Room IV, Fontenoy building, 7 Place Fontenoy, 75007 Paris). 
In accordance with Resolution 5/MSP 2 and Resolution 8/MSP 3, the members of the working group with the right to vote are: Bulgaria, Cambodia, Croatia, Ecuador, Grenada, the Islamic Republic of Iran, Italy, Lebanon, Mexico, Nigeria, Portugal, Romania, Saint Lucia, Spain, Tunisia and Ukraine. 
The representatives of other UNESCO Member States and Observer Missions may participate as observers without the right to vote and may take the floor subject to the consent of the Chairperson.
The Working Group will examine the draft Operational Guidelines of the Convention.  Simultaneous interpretation in English, French and Spanish will be provided.
